情报主导的城市安全管理研究

Study on Intelligence-Led City Safety&Security Management

[目的/意义]步入现代社会,随着城市安全风险日趋增大且复杂化,城市安全的重要性日趋突出。同时,城市安全管理必须以情报为基础和支持。因此,探讨情报主导的城市安全管理,理论和现实意义重大。[方法/过程]立足于理论层面,面向城市安全管理全过程,在城市安全内涵及现代城市安全的复杂性分析基础上,首先,分析城市安全管理的情报内涵。其次,分析城市安全管理中的情报工作。最后,构建情报主导的城市安全管理模型。[结果/结论]城市安全管理的实质是基于安全情报开展相关城市安全管理行为与活动,城市安全管理中的情报工作方法论是综合集成方法,情报主导的城市安全管理是"情报综合集成"与"情报应用"的有机结合。

[Purpose/significance]In modern society,because the city safety&security(CS)risk is increasing and becoming more and more complex,the importance of CS is becoming increasingly important.Meanwhile,intelligence is the foundation and support for CS management.Therefore,a study on the intelligence-led CS management is of great theoretical and practical importance.[Method/process]From a theoretical perspective,aiming at the whole process of u CS management,and based on an analysis of the CS connotation and the complexity of modern CS,first,this paper analyses the intelligence connotation of CS management.Then,the paper analyses the intelligence work in CS management.Finally,the paper constructs a model for intelligence-led CS management.[Result/conclusion]The results show that,the essence of CS management is to implement the behaviors and activities of CS management based on safety&security intelligence,and the methodology of the intelligence work in CS management is meta-synthesis method.Moreover,the intelligence-led CS management is an organic combination of the"intelligence meta-synthesis"and the"intelligence use".
