改革开放40年广东科技人才政策发展历程研究

Research on Development Process of Guangdong Science and Technology Talent Policy in 40 Years of Reform and Opening up

梳理分析改革开放以来广东发布的158项科技人才政策,以重大事件为节点,采用内容分析法,把广东科技人才政策发展历程划分为恢复调试阶段、确立发展阶段、积极推进阶段、大力发展阶段和全面优化阶段共五个阶段,总结分析每个阶段的时代背景、战略定位、政策要点、典型政策等。最后,回望历史,提出新时期推进广东人才政策发展的相关建议。

This paper analyzes 158 policies on scientific and technological talents issued by Guangdong since there form and opening-up. Taking major events as nodes and adopting content analysis method, the development process of Guangdong’s policies on scientific and technological talents is divided into five stages: recovery and debugging stage, establishment and development stage, active promotion stage, vigorous development stage and comprehensive optimization stage. It summarizes and analyzes the era background and strategic positioning of each stage, key policy points, typical policies, etc. Finally, looking back on the history, this paper puts forward some suggestions to promote the development of Guangdong’s talent policy in the new era.
