我国体育特色小镇可持续发展过程中的利益冲突与融合

The Conflict and Integration of Interests in the Sustainable Development of Sports Featured Towns in China

我国体育特色小镇建设利益分化明显,利益冲突日趋严重,很大程度上影响了体育特色小镇可持续发展进程。研究认为,我国体育特色小镇建设存在的利益保障机制不完善、利益分配机制不和谐、利益表达机制不通畅、利益补偿机制不健全等是其产生利益冲突的根源。针对体育特色小镇建设存在的利益问题,提出:协同发展、精准治理,树立小镇建设利益共同体发展理念;深化政治、经济体制改革,创新多元利益分配方式,构建小镇“双轨”利益分配机制;加强体育法制建设进程,倡导多元主体监督,建立小镇体育利益长效发展保障机制;完善体育利益表达机制,强化多元主体补偿能力,构建和谐的小镇体育利益补偿机制。通过多元主体利益融合,协同创新,为体育特色小镇可持续发展提供帮助。

The interest differentiation of sports featured towns'construction is obvious in China,and the conflict of interest is becoming more and more serious,which has influenced the sustainable development of sports featured town to a large extent.The research suggests that the root causes of interest conflicts are imperfect interest guarantee mechanism,disharmonious interest distribution mechanism,unsound interest expression mechanism and ineffective interest compensation mechanism in the construction process of sports featured towns.In view of the problems of interests in the construction of sports featured towns,this paper puts forward the following suggestions:coordinated development,precise governance,and setting up the developmental concept of community of interest in the sports featured towns'construction;deepening the reform of the political and economic systems,innovating the distribution ways of diversified interests,and building the‘dual-track’interest distribution mechanism for sports featured towns;strengthening the construction process of sports legal system,advocating the supervision of multiple subjects,and establishing the guarantee mechanism for the long-term development of the sports featured towns'interest;improving the mechanism of sports'interest expression,strengthening the compensation ability of multiple subjects,and building the harmonious mechanism of sports interest compensation in small towns.Through the integration of diverse subjects'interests and collaborative innovation,we can provide help for the sustainable development of sports featured town.
