承包地转出对农户福利的影响分析

Analysis of the impact of contracted land transfer on farmers’ welfare

为考察承包地转出对农户福利的影响,并从农户福利角度提出对土地制度改革和土地流转政策的可行建议。本文基于福利经济学理论,利用CFPS2014、2016的农户数据,首先结合农户家庭特点,根据森的可行能力理论、以及福利经济学中福利的构成因素,本文选取了家庭经济、生活保障、心理状态、健康状况等对农户福利有主要影响的功能性活动构建农户福利评价指标体系,并通过因子分析法构建农户福利测度模型。然后结合影响农户福利差异的异质性转换因素,根据倾向匹配得分法,对比承包地转出过程中农户福利差异。根据最近邻匹配、半径匹配和核匹配估计的结果,处理组和控制组样本农户的平均处理效应(ATT)在1%的显著性水平上为正,且三种匹配方法的平均处理效应分别超过0.08,0.06,0.05,表明承包地转出显著的正向影响了农户福利水平。

To examine the impact of contracted land transfer on the farmers’ welfare and put forward feasible suggestions for land system reform and land transfer policy from the perspective of farmers’ welfare. Based on the theory of welfare economics, this paper use the farmers’ data in CFPS 2014 and CFPS2016.First, according to the theory of Sen’s feasible ability, combined with the characteristics of farmers’ families and the components of welfare in welfare economics, this paper selects the functional activitieswhich have a major impact on farmer welfare, such as family economy, living security, psychological state, healthstatus and so on, to build a farmers’ welfare evaluation index system, and builds a farmers’ welfare measurement model by factor analysis. Then, according to the propensity score matching, this paper compares the difference of farmers’ welfare in the process of contracted land transfer combined with the heterogeneous transformation factors that affect the difference in farmers’ welfare.According to the results of nearest neighbor matching, radius matching, and kernel matching estimation, the average treatment effect(ATT) of the sample households in the treatment group and the control group was positive at a significance level of 1%, and the average treatment effects of the three matching methods exceeded 0.08, 0.06, and 0.05, which indicate that the contracted land transfer has a significant positive impact on the welfare of farmers.
