新形势下农业科技成果转化人才激励机制研究--以某农业机械化研究所为例 被引量:5

摘要 科技成果转化人才是科技创新人才队伍的重要组成部分,农业科研院所是农业科技成果转化人才培养和施展才能的主阵地之一。建立能够有效激励农业科技成果转化人才的体制机制,对落实农业创新驱动发展战略和乡村振兴战略有着深远影响。本文讨论的成果转化人才包含技术转移、科技推广和产业经营人才三类。文章以某国家级农业科学院(文中简称:A科学院)及其下属某农业机械化研究所(文中简称:M研究所)为例,分析其现有转化人才队伍的结构、激励现状,以及制约激励的主要因素,给出规范岗位考评体系、强化人才激励力度、完善配套保障政策、确保政策落实见效等方面具体的政策建议。 Transforming talents from scientific and technological achievements is an important component of the talents team of scientific and technological innovation, and agricultural scientific research institutes are one of the main position for talents’ training and displaying. Establishing an effective mechanism to encourage agricultural achievements transformation talents has great impact on the implementation of agricultural innovation-driven development strategy and Rural Revitalization strategy. The achievements transformation talents discussed here include technology transfer, technology promoter, and industrial manager. Taking National Academy of Agricultural Sciences(Academy of Sciences A) and its subordinate Institute of agricultural mechanization(M institute) as an example, this paper analyzed the structure and incentive situation of existing achievements transformation talents, and then found the restricting factors of current incentive. Finally, put forward several policy recommendations, such as standardizing evaluation system scientifically, strengthening the incentive comprehensively, improving the supporting security policies gradually, and implementing the policies completely.
