增权视角下孝文化与社区养老的联动审视

The Linkage of Filial Piety Culture and Community Endowment from the Perspective of Empowerment

养老问题既是政府的一项公共服务,也是政府的一项社会治理任务,是人民美好生活愿景的重要体现。孝文化的核心内涵与养老问题具有天然密切性。结合当前养老问题中存在的养老责任淡化与家庭养老缺位、养老服务匮乏与老龄产业不足、服务形式单一与文体活动缺乏、老年贫困频发与养老保险困境四方面困境,以增权理论展开深入剖析,对社区养老在政治、经济、社会关系、心理四方面的"无权"状态作出界定,从完善制度顶层设计,健全配套制度机制、强化养老保险制度,促进老龄产业发展、推进社区团结互助,构建社会支持网络、丰富社区文体活动,弘扬爱老敬老风尚等方面提出以孝文化视角优化社区养老的现实路径。

The issue of provision for the old-aged is not only apublic service of the government,but also a social governance task of the government.In view of the main contradictions in the current society,it is an important embodiment of the people’s vision for a better life.The core connotation of filial piety culture is naturally associated with the issue of provision for the elderly.In view of the existing problems such as the weakening responsibility for the provision for the old-aged and the absence of family care for the old-aged,the lack of old-aged service and industry,the single form of service and the lack of cultural and sports activities,the frequent poverty of the old-aged and the plight of the oldaged insurance,this paper makes a deep analysis of these problems from the perspective of empowerment theory.Firstly,it defines the"powerless"status of community endowment for the old-aged in terms of politics,economy,social relations and psychology.Then it proposes the practical path of optimizing the community endowment from the perspective filial piety culture from four aspects such as perfecting the top-level design of the system,perfecting the supporting system and mechanism,strengthening the endowment insurance system,promoting the development of the old-aged industry,community solidarity and mutual assistance,building social support network,enriching the cultural and sports activities in the community and carrying forward the fashion of loving and respecting the elderly.
