对我国医疗卫生标准工作的思考

Thoughts on the Work of Medical and Health Standards in China

第七届国家卫生标准委员会自成立以来,在卫生标准的政策、规划、年度计划的制定管理工作方面取得了很多成绩,具体而言,主要取得了以下成绩:(1)建立了符合卫生行业特点的标准工作体制机制;(2)建立了较完善的卫生标准体系,制定了五年工作规划;(3)制定了一批影响较大、作用较显著的卫生标准;(4)积极开展卫生标准基础性研究,研究成果显著。然而医疗卫生标准工作也存在以下主要问题:(1)医疗卫生标准存在交叉和重复;(2)医疗卫生标准的制修订周期较长;(3)医疗卫生标准名称表述界定不清晰;(4)医疗卫生标准与卫生规范性文件的契合度和支撑度不高,标准定位不清晰;(5)医疗卫生标准组织体系不健全。最后,文章提出了相应的政策建议:(1)理顺职责,减少医疗卫生健康标准的交叉和重复;(2)缩短医疗卫生健康标准的制修订周期;(3)明确标准、指南、规范性文件的定义、内涵和外延;(4)提高医疗卫生健康标准与卫生规范性文件的契合度和支撑度,明确标准定位;(5)建立健全医疗卫生健康标准工作组织体系。

In recent years,Chinese medical and health standards work has made rapid development.Since its establishment,the Seventh National Health Standards Committee has made many achievements in the formulation and management of policies,plans and annual plans for health standards.Specifically,it has made the following achievements:(1)It has established a standard working system and mechanism in line with the characteristics of the health industry.(2)It has established a relatively complete health standards system and formulated a five-year work plan.(3)It has formulated a group of health standards with great influence and significant effect.(4)Actively carry out basic research on health standards,with remarkable research results.However,there are also the following major problems in the work of health standards:(1)There are overlaps and repetitions in medical and health standards.(2)The formulation and revision cycle of medical and health standards is long.(3)Unclear definition of the name of medical and health standards.(4)The fit and support of medical and health standards and health normative documents are not high,and the standard positioning is not clear.(5)Imperfect organization system of medical and health standards.Finally,the paper puts forward corresponding policy suggestions:(1)Rationalize responsibilities and reduce the overlap and repetition of medical and health standards.(2)Shorten the period of formulation and revision of medical and health standards.(3)Clarify the definition,connotation and extension of standards,guidelines and normative documents.(4)Improve the fit and support of medical and health standards and health normative documents,and clarify the standard positioning.(5)Establish and improve the organizational system that medical and health standards convey.
