摘要
科研绩效评价的指挥棒引导高校科研进步的方向。近年来,各高校绩效管理意识不断加强,但"学术造假""挖人才""做材料"等事件仍频出不穷。这种化复杂为简单的指标化管理模式和发展逻辑需要进行深刻的反思和转型,未来推进"双一流"建设,应建立自下而上反馈渠道,落实高校自主权,同时促进评价手段多元化,加强师德建设,回归价值理性。
Research performance evaluation is supposed to guide the direction of scientific research in universities. In recent years, while the awareness of performance management has continuously been strengthened, the events such as "academic fraud", "fighting for talents by indecent means" and "making up materials" are constantly disclosed. It shows that the simple index-based research performance evaluation and development logic requires profound reflection and demands improvement. In the future, more attention should be paid to the feedback channel, universities autonomy, the diversification of evaluation and the construction of teachers’ ethics.
