重大突发公共卫生事件下国土空间治理体系的韧性思考

Reflection on the Resilience of National Land Use and Spatial Governance in the Face of Emergency Public Health Event

新型冠状病毒肺炎疫情的爆发,对整个国家的治理体系提出了巨大考验,也对当前的国土空间改革提出了新的要求。文章结合疫情防控过程中存在的不足,以覆盖度、协同度、敏捷度、精准度和智能度为原则,从加强基层防控、赋能公共服务、完善应急系统、强化风险评估和优化数据平台5个方面提出国土空间治理体系在应对重大突发公共卫生事件时的韧性策略,以期为同类型规划提供参考。

The COVID-19 epidemic has been a test of national governance system and put forward new requirement on national land use and spatial planning reform.The paper analyzes the deficiency in the epidemic prevention and control,follows principles of coverage,coordination,agility,accuracy,and smartness,puts forwards resilient national land use and spatial governance strategies from five aspects:strengthening basic prevention and control,empowering public service,integrating emergency system,enhancing risk evaluation,and optimizing data platform.
