智慧政务互动平台效率评测研究——以安徽省为例

Research on Efficiency Evaluation of Smart Government Interaction Platform:A Case Study of Anhui Province

智慧政务互动平台作为智慧政务的重要组成部分,是政府连接与沟通民情民意的重要渠道。本文基于安徽省智慧政务互动平台调研数据,利用超效率DEA和Malmquist指数对其进行效率分析与评价,结果显示:智慧政务互动平台整体效率先升后降,呈S形波动明显,反映出智慧政务互动平台历经爆发式增长到小幅回落,目前呈现平稳发展的态势。前期的爆发式增长可能得益于政府的大力推动和投入,后期回落是因为政府投入减少,目前因为市民使用习惯逐渐养成开始呈现平稳发展的趋势。本文从管理和技术两个方面为政府提高智慧政务平台发展水平提供建议,以期为提升政府形象和推动智慧城市建设提供帮助。

As an important part of smart government,smart government interaction platform is an important channel for the government to connect and communicate people s feelings and public opinions.Based on the survey data of Anhui smart government interaction platform,this paper analyzes and appraises its efficiency by using super efficiency DEA and Malmquist index.The results show that the overall efficiency of the smart government interaction platform rises first and then decreases,showing an S-shaped fluctuation,reflecting that the smart government interaction platform has experienced explosive growth to a small decline,presently showing a steady development trend.The explosive growth in the early stage may be due to the government s vigorous promotion and investment,and the decline in the late stage is due to the reduction of government investment.At present,the use habits of citizens are gradually developing steadily.Finally,the paper provides suggestions from two aspects of management and technology for the government to improve the development level of the smart government platform,which is of great significance to enhance the image of the government and promote the construction of the intelligent city.
