关于我国社区教育志愿者服务制度化建设的思考--基于对美国制度文化的借鉴 被引量:3

On the Institutional Construction of Community Education Volunteer Service in China--Based on the reference to American institutional culture

摘要 我国近年来随着社区教育工作的推展,参与社区教育的志愿者队伍也在不断壮大,但总体而言,尚未形成社会化参与的势头,究其原因主要在于制度滞后。制度化是社会行为具有"合法性"的前提和基础,也是某种社会行为得到人们普遍尊重、认可和参与的重要依据。美国是一个志愿者服务制度文化发育成熟的国家,基于其健全完善的立法,建构起了一个多维立体的社区教育志愿者服务制度文化体系,其成熟的经验值得我们吸取借鉴。我国要尽快加强制度化建设,着力打造"五位一体"(立法建设、宣传制度、管理制度、激励制度和保障制度)的制度化建设系统工程,以制度为杠杆,激发公民参与社区教育志愿服务的理性自觉,推动社区教育走向深入。 The number of volunteers participating in community education is growing rapiidly with the development of community education, but generally, the momentum of social participation has not yet formed. The main reason lies in the lag of institutions. Institutionalization is the premise and foundation of social behavior with "legality", and it is also an important basis for certain social behaviors to be generally respected, recognized and participated by people. Based on its sound and perfect legislation, the volunteer service system is mature and mature in the U. S., it has constructed a multi-dimensional community education volunteer service system culture Its mature experience is worth learning from. China should strengthen institutionalized construction as soon as possible, and strive to create an institutionalized construction system project of "five in one"(Legislative construction, propaganda system, management system, incentive system and guarantee system), with the system as a lever to motivate citizens to participate in community education volunteer service, and to promote community education to go deeper rationally and consciously.
