摘要
以某20万吨级硫磺回收单元为研究对象,选取过程安全管理体系中工艺危害分析、操作规程、设备完整性管理、开车前安全审查确认、变更管理五个关键直接要素进行分析评价,阐述该生产单元在过程安全管理中的实践做法和存在的问题,并从技术升级改造、管理提升等方面进行研究,提出新增系统介质内部泄漏预警功能、健全设备完整性管理体系等措施,降低该生产单元安全风险,提高其过程安全管理水平.
Taking a 200,000-ton sulfur recovery unit as the research target.The seven key elements are selected in the process safety management system have been analyzed and evaluated which are hazard analysis,operation rules,operation permit,equipment integrity management,safety review confirmation before start-up,management variation and emergency management.The practice and potential risks of the production unit are expounded during process safety management.And from the aspects of technological upgrading and transformation of management methods,it is proposed to adopt internal medium leakage warning system,inspection and evaluation on weld joints in heat exchanger equipment tube and plate,and formulate management details to eliminate or reduce the risk of the production unit and improve process safety management level.
