湖南水稻生产现状调查及对策研究

Current Situation of Rice Production in Hunan Province and Its Countermeasures

抓好粮食生产始终是国计民生和“三农”问题的重中之重。为深入了解湖南省水稻种植情况,把握水稻政策变动对水稻产业带来的影响,抓好现阶段全省粮食工作。分别对祁阳县、津市市、望城区、邵阳县和永定区等5个县(市区)12个村(社区)开展了调查。通过访谈、实地调查、数据分析并辅以背景资料,了解到目前存在种粮成本稳中有升,种粮效益持续低迷,种粮积极性不高,农户对农业保险服务不满意等现实问题,并针对上述问题,提出大力发展稻田综合种养,切实提高粮农收入;进一步优化水稻品种结构,扩大绿色生产技术覆盖面;积极培育新型农业经营主体,做好小农户与规模经营的衔接;完善农业保险激励政策,提升理赔服务水平等对策与建议。

Grain production is always the top priority for the national economy and people's livelihood as well as three issues concerning agriculture,rural areas and farmers.In order to understand the situation of rice planting in Hunan Province,figure out the impact of rice policy changes on the rice industry,and grasp the current food production in Hunan Province,12 villages/communities in Qiyang County,Jinshi City,Wangcheng district,Shaoyang County and Yongding district were investigated.Through interview,on-the-spot investigation and data analysis in combination with background information,some practical problems are found,such as the steady increase of grain production cost,the continuous downturn of grain production benefits,the low enthusiasm for grain production,and farmers’dissatisfaction with agricultural insurance services.In view of these problems,it is proposed to vigorously develop the comprehensive cultivation in rice fields and effectively increase farmers income;further optimize the rice variety structure and expand the coverage of green production technology;actively raise new types of agricultural management subjects and make a good connection between the small farmer household and scale management;perfect the incentive policy of agricultural insurance and improve the service level of claim settlement,etc.
