摘要
[目的/意义]探索高校高端智库联盟成员选择方法,以其服务能力为突破口,识别联盟成员服务能力要素及构建匹配模型。[方法/过程]采用扎根方法,以高校智库为研究对象,提炼其服务能力要素。然后根据竞优评价方法,构建体现个体优势差异的智库服务能力匹配方法。以河南省高校智库联盟成员为例,验证模型的优越性和适用性。[结果/结论]服务能力要素主要体现在四个维度,包括决策咨询能力、创新研究能力、协作匹配能力、智库管理能力,同时构建的匹配模型兼顾个体和群体的服务能力优势特征,形成优势互补的联盟,符合高校智库联盟“多主体、跨学科、开放性”的特点。
[Purpose/Significance]Exploring the selection method of high-end think tank alliance members in colleges and universities,the paper is to identify the service capability elements of alliance members and construct matching models with its service capability as a breakthrough.[Method/Process]Adopting the grounded method,the university think tank is taken as the research object,and the service capability elements are refined.Then according to the competitive evaluation method,a method of matching the think tank service ability that reflects the difference of individual advantages is constructed.Taking the members of Henan university think tank alliance as an example,the superiority and applicability of the model are verified.[Result/Conclusion]The four service capability elements are mainly reflected in decision-making consulting ability,innovation research ability,collaborative matching ability,and think-tank management ability.At the same time,the matching model is constructed to take into account the characteristics of individual and group service capabilities,forming a complementary alliance,in line with colleges and universities.The characteristics of the think tank alliance are"with multi-subjects,interdisciplinary,and open".
