"Data-Type"in Social Stability Risk Assessment:Dilemmas,Logic and Paths

[目的/意义]将大数据的特征与功能融入重大行政决策社会稳定风险评估(下称“稳评”),由此提出一种“数据式”稳评模式,旨在对现有稳评质效进行提增,更好地识别和防范因重大行政决策偏误所引发的社会稳定风险。[方法/过程]分析面向大数据的稳评及其现实意涵,进而逐一检视稳评在数据来源、数据过滤、数据分析、数据应用、数据公开和数据共享等阶段的应用困境。在此基础上提出“数据式”稳评的一般建构机理。[结果/结论]提出“数据式”稳评的建构路径,包括扩大稳评数据来源的广泛性,完善过滤、分析和应用稳评数据的技术手段,健全稳评数据信息的公开和共享机制,从而为稳评注入更多的驱动力。

[Purpose/Significance]The features,functions of big data are introduced into the risk assessment of social stability of major administrative decisions("stability evaluation").Based on this,a"data-type"stability evaluation model is proposed to improve the quality and effectiveness of existing stability evaluation so as to better identify and prevent stability risks caused by major errors in administrative decision-making.[Method/Process]This paper analyzes the stability evaluation and its implications from the perspective of big data,and then examines the application dilemma of data in source,filter,analysis,application,disclosure and sharing stages.On this basis,the construction mechanism of"data-type"stability evaluation is discussed.[Result/Conclusion]The path of constructing"data-type"stability evaluation is proposed,that is,expanding the universality of data sources,perfecting the technical means of filtering,analyzing and applying data,perfecting the open and sharing mechanism of data information,so as to inject more driving force into the stable evaluation.
