以“双创”示范基地升级促进河南省经济高质量发展研究

Research on Promoting the High-quality Development of Henan Economy by Upgrading the Mass Entrepreneurship and Innovation Demonstration Base

河南省各级各类“双创”示范基地自启动建设以来,不断深化改革创新,为河南省经济高质量发展提供了重要支撑。但受历史因素和现实条件的多重制约,河南省“双创”示范基地建设与国家打造“双创”升级版的需求相比,仍面临着理念认识有所偏差、政策导向精准不足、服务体系建设相对滞后等问题。“双创”示范基地升级应以新发展理念为引领,以动能转换、效率提升为根本宗旨,以推进供给侧结构性改革为主线,以科技创新为基础支撑,在动能转换、要素集聚、产业协同等方面发力,加快新产业、新业态、新模式等的培育,促进产业结构优化升级,实现经济高质量、高效率、可持续创新发展。

Since the construction of all levels and types of mass entrepreneurship and innovation demonstration bases in Henan has started,it has continued to deepen reforms and innovations,providing important support for the high-quality development ofHenan economy.Due to the mul tiple constraints of historical factors and realistic conditions,compared with the country's need of building an upgraded versionof mass entrepreneurship and innovation base,the construction ofmass entrepreneurship and innovation base in Henan still faces contradictions and problems,such as philosophical misunderstanding,inadequately accurate policy guidance,and relatively lagging construction of service systems.Upgrading of mass entrepreneurship and innovation base should be guided by new development concepts,with kinetic energy conversion and efficiency improvement as the fundamental purpose,withpromoting supply-side structural reformas the main line,with scientific and technological innovation as the basic support,and put efforts into kinetic energy conversion,factor concentration,and industrial synergy,etc.to accelerate the cul tivation of new industries,new formats and new models,promote the optimization and upgrading of the industrial structure,and achieve high-quality,high-efficiency,sustainable and innovative development of the economy.
