摘要
环境影响评价制度与排污许可制度都是管控污染排放、维护自然生态的关键性制度准则。其中,环境影响评价重点评价人类活动对地区环境质量的影响;排污许可更偏向于对污染源实施管理,以改善生态环境。从整体来看,两种制度对于环境保护具有不同的功效,然而实际执行期间,二者的衔接并不是很理想。为此,本文首先分析了两种制度衔接的作用和衔接过程中存在的问题,然后提出解决策略,以期为我国环境保护和治理提供参考。
The environmental impact assessment system and the emission assessment system are both the key system criteria for controlling pollution emissions and maintaining natural ecology. Among them, environmental impact assessment focuses on the impact of human activities on regional environmental quality;emission permits are more inclined to manage pollution sources in order to improve the ecological environment. On the whole, the two systems have different effects on environmental protection. However, during the actual implementation, the connection between them is not very ideal. For this reason, this paper first analyzes the role of the two systems and the problems in the process of convergence, and then puts forward solutions, in order to provide reference for environmental protection and governance in China.
