丹麦“精英”科研不端案的调查处理与经验总结

Investigation of Milena Penkowa’s Research Misconduct and It’s Experience

丹麦"精英"神经科学家彭科娃的科研不端案是近几十年来丹麦科学界情节最严重、影响最大的科研不端案件,是世界范围内因科研不端行为本身而不是因滥用科研经费、滥用职权被判刑的极少数案例之一。文章对该案的调查处理及影响进行了深入分析和经验总结,希望能对我国科研不端案件的调查处理与科研诚信建设实践提供经验借鉴。文章主要总结了三方面的经验:(1)通过对调查过程的分析,指出案件调查过程遵守权责明确、程序正当的原则是案件处理成功的重要原因;并指出这两点对我国科研不端案件调查的借鉴意义;(2)分析案件全面调查结果对丹麦科研诚信建设的影响,指出面对重大科研不端事件加强科研诚信建设的重要性;(3)分析案件全方位调查对哥本哈根大学的影响,找出我国大学和科研机构在科研不端事件之后科研诚信建设的不足和改进重点。

The research misconduct of the Danish"elite"neuroscientist Penkowa is the most serious and most influential case in the Danish scientific community in recent decades.It is one of the very few cases that due to scientific misconduct itself not abuse of research funding and power was sentenced.The article conducted in-depth analysis and experience summarization of the investigation and treatment of the case,hoping to provide inspiration for the investigation and handling of research misconduct cases and the practice of research integrity.The article mainly summarizes the experience of three aspects.First,through the analysis of the investigation process,it is pointed out that the principle of clear accountability and proper procedure in the case investigation process is an important reason for the success of the case handling;and points out the significance of these two points for the investigation of research misconduct cases in China.Second,the article analyzes the impact of the comprehensive investigation results for the construction of research integrity in Denmark,and points out the importance of strengthening research integrity in the face of major research misconduct.Third,the article analyzes the impact of all-round investigations on the University of Copenhagen,and finds out the inadequacies and improvement priorities of research integrity construction in China’s universities and research institutions after research misconduct.
