Early Warning Mechanism of Urban Spatial Crisis

文章通过对地质灾害及传染病等预警体系的研究,探讨城镇空间危机预警系统的构建。城镇空间危机预警的整体过程应包括空间风险评估、空间安全规划、空间预警监控、空间预警决策以及贯穿始终的预警技术研究。同时,文章对城镇空间危机预警机制的完善进行了相应研究,认为城镇空间预警除了构建预警系统全过程以外,更需要强化组织运作、物质建设、法制保障和风险意识。

Through the study of the early warning system of geological disasters and infectious diseases,the paper discusses the construction of urban space crisis early warning system.The whole process of urban space crisis early warning should include:risk assessment,security planning,early warning monitoring,early warning decision-making and technological research.In addition,organization and operation,material construction,legislative insurance,and risk awareness shall be strengthened to improve the early warning system.
