面向突发公共卫生事件的健康社区治理

Healthy Community Governance for Public Health Event

健康社区是"健康中国"战略实施的重要抓手。为控制新型冠状病毒肺炎疫情的大规模扩散,政府将防控工作重心下沉至基层社区,然而部分社区在实践中暴露了治理水平低下、基本保障欠缺及信任度缺失等问题。文章在梳理健康社区治理内涵的基础上,分析疫情期间广州市典型社区治理案例,初步提出了基于多元主体(居委会等社区机构、第三方组织、社区规划师等)协作的健康社区治理机制,以期为健康社区研究提供基础,为"健康中国"战略的实施以及应对突发公共卫生事件的社区治理提供借鉴。

"Healthy community"is the key to the implementation of"Healthy China"strategy.Communities have played a crucial role in the prevention of the COVID-19,and problems such as low level governance,lack of basic supplies,low trust between different subjects have emerged in the process.Based on the conclusion of the connotation of healthy community governance,the paper analyzes typical cases of community governance in Guangzhou,and puts forwards a mechanism with multiple stakeholders(neighborhood committee,the third party,community planner).It provides a reference for"healthy community"research,"Healthy China"implementation,and community governance in response to emergent public health events.
