以资本管理为核心 全面深化高校企业体制改革

Taking Capital Management as the Core Comprehensively,Deepening University Enterprises Constitution Reform

2018年5月,中央全面深化改革委员会通过了《高等学校所属企业体制改革的指导意见》,提出了新的历史要求和任务。高校资产管理部门应在深刻领会中央各部门相关文件精神的基础上,以资本管理为核心,以管资本为题眼、边界、标尺和先手棋,从全面加强制度建设、探索"四权分开"的特色校企管理新模式、瘦身强体切实提高国资收益、探索推进科技与经济紧密结合、党建引领国有资本发展五个方面,紧密围绕高校企业体制改革"聚焦教学科研主业"的要求,服务"双一流"建设,为中国特色社会主义大学建设、立德树人作出更大贡献。

In May 2018,the Central Committee for Comprehensive and Deepening Reform adopted the Guiding Opinions on the Reform of Enterprises Affiliated to Colleges and Universities.It puts forward new historical requirements and tasks.On the basis of deeply comprehending the spirit of the relevant documents of the central departments,the assets management departments of colleges and universities should focus on the capital management,which is taken as the theme,boundary,yardstick and forcing move,and should center around the requirements of system reform to make greater contributions to serving the construction of double first-class discipline as well as China-featured socialist universities from the aspect of exploring the new mode of school-enterprise management with the characteristics of"the separation of the four powers".It should effectively improve the income of state-owned property,explore the close combination of science and technology,develop the state-owned property under guidance of party.
