中国区域协调发展测度及影响因素分析--基于八大综合经济区视角

Measurement and Influencing Factors of China’s Regional Coordinated Development:Based on the Perspective of Eight Comprehensive Economic Zones

文章紧扣新时代区域协调发展目标框架,构建我国区域协调发展评价指标体系。以八大综合经济区作为地域单元,综合测算1996-2017年我国区域协调发展指数,并采用固定效应面板模型识别其影响因素。研究表明:我国各子系统区域协调发展水平差异显著,整体区域协调发展水平呈上升趋势,但始终未能突破不协调临界线;长江中游和西南经济区协调发展水平较高,且一直处于不协调临界线上方,东部沿海经济区从2014年开始处于较为协调阶段,其余经济区始终处于不协调阶段;生态环境系统协调对区域协调发展的促进作用最大,公共服务系统协调的影响程度次之但显著为负,人民生活、基础设施及经济发展系统协调对区域协调发展的促进作用相对较小。据此,提出要通过强化区域生态环境保护、提高区域公共服务质量以及推动区域开放合作交流来促进新时代我国区域高质量协调发展。

According to the target framework of regional coordinated development in the new era,the evaluation index system of regional coordinated development in China is constructed.Taking eight comprehensive economic zones as regional units,this paper calculates the regional coordinated development index of China from 1996 to 2017,and uses fixed effect panel model to identify its influencing factors.The results show that the coordinated development level of each subsystem in China is significantly different,and the comprehensive level of regional coordinated development is generally on the rise,but it has not been able to break through the uncoordinated border line;the coordinated development level of the middle reaches of the Yangtze River and the southwest economic zone is the highest and has always been above the uncoordinated borderline,the eastern coastal economic zone has been in a more coordinated stage since 2014,and the rest of the economic zones have been in an uncoordinated stage;ecological environment coordination plays the most important role in promoting regional coordinated development,the influence degree of public service system coordination is second but significantly negative,while people ’ s living coordination,infrastructure coordination and economic development coordination play a relatively small role in promoting regional coordinated development.Finally,it is proposed to promote the coordinated development of regional high quality in the new era by strengthening regional ecological environment protection,improving the quality of regional public services and promoting regional open cooperation and interaction.
