摘要
评标方法是招标文件的重要组成部分,鉴于目前评标过程中,主要根据专家经验确定评价指标的权重,有极大的主观性,影响了评标的公正性。而应用信息熵理论,根据投标方案在各指标上的值构造判断矩阵来计算评价指标的熵值,并以此确定熵权,此权重较客观。通过实际工程评标表明,将专家权重与熵权相结合,兼顾主客观因素,确定最优方案,使评标结果更加公正、公平。这种方法为工程评标提供一条新的思路。
The bid evaluation method is an important part of the bidding document.In view of the current bid evaluation process,the weight of evaluation indexes is determined mainly according to the expert experience,which has great subjectivity and has influenced the fairness of the bid evaluation.Based on the information entropy theory,the entropy of the evaluation index is calculated based on the value of the bidding scheme on each index,and the entropy weight is determined.According a case,we combined expert weight with entropy weight,took into account the subjective and objective factors and determined the optimal scheme,make the evaluation result more fair.
