基于行为人视角的个人极端暴力案件治安防控研究

Research on the Prevention and Control of Individual Extreme Violence From the Perspective of the Perpetrator

通过分析近3年我国官方媒体公布的21起个人极端暴力事件案例,发现个人极端犯罪行为人集中表现出无正当职业、收入较低的中年男性等人口特征和反社会型人格障碍、心理调适能力较差以及违法犯罪前科劣迹等人格特征,犯罪动机多为蓄意报复或厌世泄愤。行为人作案原因既有个人因素、家庭因素,也有社会因素。开展个人极端暴力事件治安防控工作,必须倡导多元主体参与、加强部门间协作、及时化解矛盾纠纷、加强心理疏导、加强人员甄别和分类管理。

By analyzing 21 cases of individual extreme violence reported by the mainstream media in the past three years,it is found that individual extreme criminals have concentrically displayed demographic characteristics such as middle-aged men with no legitimate occupations and lower incomes.They have antisocial personality disorder and personality traits such as poor psychological adjustment ability,criminal records and the motivation of intentional revenge or anger.There are personal,family and social factors for the crimes.To carry out the prevention and control of personal extreme violence,we must advocate the participation of multiple subjects,strengthen collaboration between departments,resolve conflicts and disputes in a timely manner,strengthen psychological counseling and implement key personnel classification management.
