构建网络安全防控的多元主体共治模式

Construction of Multi-subject Co-governance Model for Network Security-based Prevention and Control

随着网络社会的兴起和发展,网络社会违法犯罪问题日益突出,如何有效维护网络安全,已经成为亟需解决的问题。当前,多元主体共同防控网络安全问题成为一种必然的趋势,由于参与主体功能发挥的缺失,无法实现多元主体的共治。通过明确各主体在网络安全防控中的职责,建立主体间协商、信任以及监督机制,构建优势互补的多元主体共治模式,切实发挥多元主体共治的效用,保障网络社会的安全有序。

With the emergence and development of network society,illegal crimes turn to be increasingly prominent in network society.How to effectively maintain network security has become an urgent problem to be solved.Currently,multi-subject joint network security-based prevention and control becomes an inevitable trend.Multi-subject co-governance cannot be accomplished due to the lack of the function of the participatiing subjects.Therefore,efforts need to be made to construct inter-subject consultation,trust and supervision mechanism,and multi-subjectco-governance model with complementary advantages so as to give full play to the effectiveness of multi-subject co-governance and ensure the safety and order of network society.
