鸦片战争的警钟提示我们必须打赢新时代禁毒人民战争,改革开放后的毒情泛滥与毒品治理环境"今非昔比",面对毒品治理之艰难,既要借鉴新中国毒品治理的宝贵经验,坚持党对毒品治理工作的正确领导,发挥毒品治理的政治优势与制度优势,又要提高新时代的毒品治理能力,建立"预防-打击-处罚-帮助"一体化的中国毒品治理体系,突出教育预防,控制毒品源头,阻断毒品需求,加大打击和处罚毒品犯罪力度,对戒毒康复人员实行人文关怀,走中国特色的毒品治理之路。

The warnings of the opium war reminds us that we must win the people’s war against drugs in the new era.The post reform and opening up situation of drug abuse and drug control has greatly changed.In face with the tough challenges of drug management and control,efforts should be made to draw on new China’s valuable experiences in drug control,stick to the Party’s correct leadership in drug control and give play to the political and institutional advantages of drug control,as well as to improve drug control capacity in the new era,establish a modern drug control system of"prevention-crackdown-punishment-and-assistance"integration,hightlight education and prevention,control of drug sources and block of drug demand,intensify efforts to crack down on and punish drug-related crimes,and offer humane care for drug addicts and rehabilitators.
