金融与县域治理体系现代化——对县域社会的经济社会学研究

以往研究多单独关注城市或乡村,对处在城乡节点的县域社会的分析还不够。县域治理体系现代化是国家治理体系现代化的基石和难点,对保证我国在2035年基本实现社会主义现代化至关重要。当前经济金融化的影响持续扩大,县域的财政收入、城市建设、招商引资和产业发展日益受到金融体系和金融理念的影响,地方债高企、土地财政依赖、地方平台公司空壳化、中小企业融资难都是其典型体现,这些问题深深影响了县域的治理能力和发展能力。因此,从金融角度研究县域治理体系现代化问题,既具有重要的理论意义,也具有十分重要的现实意义。在当下全球宏观经济金融化继续深化、我国产业和经济发展方式面临转型、国家治理体系现代化推进加速之际,应当在准确把握县域金融困境的基础上,加大金融和财税体制改革,优化县域政府治理模式,构建一个满足县域内政府和企业发展所需的金融体系,为县域治理体系现代化提供坚实的产业和经济支撑。

The impact of current economic financialization continues to spread.The county’s fiscal revenue,urban construction,investment promotion and industrial development are increasingly affected by the financial system and financial ideas.High local debt,financial dependence on land,local shell platform companies,and difficulty in financing small and medium-sized enterprises are typical examples of issues that have a serious effect on county governance and development capabilities.Based on an accurate grasp of the county’s financial difficulties,we need to strengthen financial and fiscal reform,optimize county government management models,build a financial system that meets the needs of county governments and enterprises,and provide solid industrial and economic support for the modernization of county governance.
