推动外贸高质量发展中的离岸贸易海关监管问题研究

A Study on the Customs Control on Offshore Trade against the Backdrop of Trade Promotion

离岸贸易是近年来在中国上海、广东等自贸试验区正在探索发展的一种新型贸易业态,与海关监管的传统进出口货物贸易有着重大差别,推动离岸贸易发展对加快中国从贸易大国向贸易强国转型升级,推动外贸高质量发展有着重要影响。本文通过阐述离岸贸易的内涵、基本特征和产生的背景,并对离岸贸易与海关监管关系进行了梳理及分析,简析了离岸贸易在建设贸易强国、探索建立自由贸易港、有效掌控境内外离岸贸易主体、拓展和完善海关统计制度等方面对海关监管带来的全新要求和挑战,提出加快建立与准离岸贸易方式相配套、相适应的海关监管制度,创新监管理念实现对离岸贸易的集约有效监管等五方面的建议。

Offshore trade is a new form of trade which has been explored in the pilot FTZs in Shanghai and Guangdong over the recent years.Tremendously different from the traditional form of trade in goods under the supervision and control of Customs,offshore trade plays a significant role in the success of upgrading and transforming China from a big trading nation to a trading power and in promoting the high quality growth of foreign trade.Based on the analysis of the definition,basic characteristics and background of offshore trade,the paper probes into its relevance to customs control and discusses the new demand and challenges it poses to customs control in terms of the efforts to develop China into a trading power,establish free trade ports,effectively grasp the offshore trade entities at home and abroad and improve customs statistics.Finally,the paper puts forward five suggestions on the effective control on offshore trade including setting up the customs procedure which supports and accommodates the offshore trade and innovating the philosophy of customs control.
