澳大利亚边境管理机构改革述评

Review of the Reform of Austrian Border Agency

2014年,澳大利亚政府启动机构改革,将海关和边境保护局与移民和边境保护局合并为一个部门。为评估此次机构合并成效,澳大利亚政府官方引入第三方机构兰德公司对改革运行状况和具体业务工作分别开展测评分析。本文通过对澳大利亚边境管理机构改革的案例研究,总结其推进机构改革的好经验并分析其不足之处。

In 2014,Australian government launched the organizational reform,merging the Customs and Border Protection Bureau and the Immigration and Border Protection Bureau into one agency.To evaluate the results of this merge,Australian government entrusted RAND Corp.,as a third-party institution,to conduct measurement and analysis of the current status of the reform as well as the operations after the reform.Based on a case study of the organizational reform of Australian border agencies,the paper concludes Australian experience and shortcomings in promoting the structural reform.
