从“非典”到新型冠状病毒肺炎——我国医保体系的应对策略及经验

From SARS to COVID-19:the Countermeasures and Experience of China’s Medical Insurance System

新型冠状病毒肺炎(Corona Virus Disease 2019,COVID-19)严重威胁人民群众的生命安全和身体健康,是对医保工作的巨大挑战。分析“非典”等突发公共卫生事件后医保工作的巨大进展,重点关注我国医疗保障体系在应对新型冠状病毒肺炎当中,在患者及时救治、医疗机构资金回流、企业减负、居家慢性病患者用药保障等方面采取的措施,可作为快速应对突发卫生事件的经验进行参考,远期应建立成熟的、长期的疫情防控应急保障机制。

Corona Virus Disease 2019(COVID-19)seriously threatens the life safety and health of the people and poses a huge challenge to the work of medical insurance.This paper mainly analysis the great progress of medical insurance work after public health emergencies such as SARS,focuses on our medical security system in dealing with COVID-19.Measures taken in the aspects of timely treatment of patients,capital return of medical institutions,burden reduction of enterprises,and medication guarantee for patients with chronic diseases at home,can be used as a reference for the experience of rapid response to sudden catastrophic health events.In the long run,we should establish a mature and long-term emergency guarantee mechanism for epidemic prevention and control.
