摘要 应急救援系统是保证煤矿安全生产的重要基石,为了系统分析和评价煤矿应急救援能力,结合未确知测度理论,从危险源检测能力、应急准备能力、应急救援执行能力和事后恢复能力4个方面选取19个因素构建了煤矿应急救援能力评价指标模型。并运用信息熵理论确定了各评价指标的权重,依据置信度识别准则进行了结果判定。最后以陕北魏墙煤矿为实例,用所构建的动态量化测度评价模型对矿井应急救援能力进行了评价,结果与煤矿实际情况吻合。本评价模型为煤矿应急能力评估提供了一种科学可行的方法,对煤矿事故防范有着一定的现实意义和指导意义。 Emergency rescue system is an important cornerstone to ensure the safety of coal mine production.In order to systematically analyze and evaluate the coal mine emergency rescue ability,combined with the unascertained measurement theory,19 factors were selected from four aspects of the detection ability of hazard sources,the ability of emergency preparedness,the ability of emergency rescue implementation and the ability of post recovery to build the evaluation index model of the coal mine emergency rescue ability.By using the information entropy theory to determine the weight of each evaluation index,the result was determined according to the confidence recognition criteria.Taking Weiqiang coal mine as an example,the dynamic quantitative measure evaluation model was used to evaluate the mine emergency rescue capability,and the result was consistent with the actual situation of the coal mine.This evaluation model provides a scientific and feasible method for the evaluation of coal mine emergency capacity,and has certain practical significance and guiding significance for the prevention of coal mine accidents.
