摘要
本文选取了国外典型社会团体IEEE和ASTM,以及全国团体标准信息平台上活跃程度前十名的国内社会团体,对标准化组织机构的情况进行了对比,提炼了国外社会团体标准化组织机构的特点:设有专门的标准管理机构和标准制定机构;机构下又根据业务特点设有各类分支机构;不同的机构合力为标准制定发挥作用;机构通过制度化手段对标准化工作进行管理。总结了我国社会团体标准化组织机构的不足:由于标准化发展历程较短,缺乏标准化工作经验和基础,对标准化组织机构的建设还不够重视,导致了我国社会团体的标准化组织机构设置的层次单一、机构规模较小、工作机制不够明晰、标准管理机构对标准制定工作的管理力度不强、组织机构设置不够透明等问题。从机构设置的原则、内容和要求等方面提出了我国社会团体机构建设的建议。
This paper takes IEEE, ASTM International and the top ten domestic social organizations on the national social organization standard information platform for example, compares and analyzes the structures of these domestic and foreign organizations. It summarizes the features of the two foreign organizations: there are specialized standard management agencies and standard setting agencies, and various types of branches are set up in the agency according to business characteristics. Different agencies set up different regulations to manage the development of standard and they also work together in standard setting. It summarizes the features of Chinese social organizations: due to the short history of standardization, Chinese social organizations lack standardization work experience and pay little attention to the organizations structure, thus causing problems. To name a few, the organizational structure is simple and not transparent, the scale of the organization is small, the working mechanism is not clear enough, and the management of standard development is not efficient. This paper puts forward some suggestions for improving the standardization organization structure of social organizations in China in the aspects of the principles, content and requirements.
