疫情防控背景下领导者法治思维的构建

The Construction of Leaders’Rule of Law Thinking under the Background of the“COVID-19 Epidemic”in China

2020年春季,新型冠状病毒肺炎在我国发生。通过社会各界的努力,疫情在极短时间内得到了有效控制。但是,防疫过程中也发生了一些执法不当的事件。疫情防控中的违法处置可能导致的不良后果不可小觑,它与党和国家倡导的法治追求背道而驰。这些情况说明,在全面推进依法治国进程中,领导者是否具有法治思维是党和国家全面推进依法治国这一基本方略的关键所在。领导者构建法治思维要从以下几个方面着手:必须坚持依宪治国;必须坚持依法行政;领导者要更加重视民众对权利、平等、正义、诚信等重要价值的追求。

In the spring of 2020,the Novel Coronavirus Pneumonia(COVID-19)broke out in China.Through the efforts of all sectors of the community,the outbreak was effectively controlled in a very short time.However,in the course of epidemic prevention,some cases of improper enforcement also occurred.The possible adverse consequences of illegal disposal in epidemic prevention and control should not be underestimated,which runs counter to the pursuit of the rule of law advocated by the party and the state.These facts show that in the process of comprehensively advancing the rule of law,whether leaders have the rule of law thinking is the key to the party and the country comprehensively advancing the basic strategy of governing the country by law.Leaders should start from the following aspects to construct the rule of law thinking.Leaders must govern the country in accordance with the constitution and administer it in accordance with the law.Leaders should pay more attention to people’s pursuit of important values such as rights,equality,justice and integrity.
