科研项目采购探讨——以聚变堆主机关键系统综合研究设施项目为例 被引量:6

摘要 通过对科研项目相关理论的研究,以科研项目采购管理为主线,介绍我国"十三五"规划的国家大科学工程聚变堆主机项目的基本概况和特点,以及该项目依托单位中国科学院等离子体物理研究所科研项目采购管理的发展、流程、运行机制等;以聚变堆主机项目为例,对科研项目采购现状和存在问题进行分析,重点阐述科研项目的独立性特点,提出科研项目独立采购的思路,并对聚变堆主机项目采购管理实施方案及策略提出若干建议,以促进提高科研项目管理质量、提升项目团队的核心竞争力。 Through research on related theories of scientific research projects, this paper takes the procurement management of scientific research projects as the main line, introduces the basic general situation and characteristics of the CFETR (China Fusion Engineering Test Reactor) project in the "13th Five-Year" Plan of China, as well as the development, process and operation mechanism of procurement management of the project support unit of the Institute of Plasma Physics, Chinese Academy of Sciences. Taking the comprehensive research facilities in support of CFETR as an example, the paper further analyzes the present situation and existing problems of scientific research procurement, focuses on the independent characteristics of scientific research projects and puts forward the idea of independent procurement of scientific research projects, some suggestions are put forward on the implementation scheme and strategy of the project procurement management, in order to promote the improvement of the quality of scientific research project management and enhance the core competitiveness of the project team.
