外部性视角下的农村水资源分配

Rural Water Resources Distribution from the Perspective of Externality

为了解决经济社会发展中的水资源污染、短缺等问题引起的农村水资源分配难题,通过对江西省赣州市寻乌县某村的实地调查,采用公共经济学研究方法,在外部性视角下,对水资源这一纯公共物品进行分析,探索基于水权交易的农村水资源分配,提出通过建立生态补偿机制和水资源管理机制等措施解决农村存在的水资源分配难题,从而推动我国农村水资源的合理、有序、高效分配。

In order to solve the problem of rural water resources distribution caused by water pollution and shortage in economic and social development,through the field survey of a village in Xunwu County,Ganzhou City,Jiangxi Province,this paper uses the research method of public economics to analyze water resources,a pure public goods,from the perspective of externality,to explore the rural water resources distribution based on water rights transaction,and puts forward measures such as establishments of ecological compensation mechanism and water resource management mechanism to solve the problem of water resource distribution in rural areas,so as to promote the rational,orderly and efficient distribution of rural water resources in China.
