金华改革开放40年来地方治理制度创新探究

The Exploration of Jinhua’s Innovation of Local Governance System for 40 Years since Reform and Opening up

党的十九届四中全会提出要推进国家治理体系和治理能力现代化,金华要推进市域治理现代化,厘清金华40多年的改革开放历程,认识到地方治理取得巨大成就的原因是坚持中国特色社会主义制度自信。金华市政府在改革开放和现代化进程中,坚持党的思想路线,不断解放思想,开拓创新;贯彻党的基本路线,牢牢抓住经济建设这个中心,加快发展;执行党的群众路线,尊重群众的首创精神,实现区域共建共治共享。这三条路线是中国特色社会主义制度的有机组成部分,它对金华的现代化建设有重要指导意义,值得深化理论研究和实践探索。

The fourth plenary session of the 19 th central committee of the Communist Party of China proposed to promote the modernization of national governance system and governance capacity. Then,what should be done to promote modernization of city area management of Jinhua? Looking back over Jinhua’s 40-plus years of reform and opening up, we can see that the reason for the great achievements in local governance is the confidence in upholding the socialist system with Chinese characteristics. In the course of reform and opening up and modernization, the Jinhua people have adhered to the party’s ideological line, constantly emancipated their minds and blazed new trails. They have been implementing the party’s basic line, firmly grasp the central task of economic development and accelerate development.Moreover, they have carried out the party’s mass line, respect the initiative of the people, and work for joint development, common governance and shared benefits among regions. These three routes are an organic part of the socialist system with Chinese characteristics, which have important guiding significance for Jinhua’s modernization, and are worthy of further theoretical research and practical exploration.
