生态保护红线试点是生态保护红线制度的有益探索。阐述和分析现阶段生态保护红线制度的概念和特征,对现存国家生态保护红线立法缺失、行政管理体制面临多重问题、生态保护红线越线责任追究不足等问题进行分析,提出应完善生态保护红线立法体系、加强行政机关管理体制、设置越线法律责任追究规则等建议。
