摘要
新型农业经营主体既是现代农业生产的主体,也是小型农田水利设施管护的市场主体。通过分析国内农田水利工程先进管护经验,以及浙江省实施农业水价综合改革过程中涌现的典型模式,构建面向新型农业经营主体的"大户管水、以大带小、合同管理"农田水利工程管护新模式,对促进现代农业发展、提升农业节水潜力、保障农田水利工程良性运行具有重大的意义。
New types of agricultural business bodies are not only the main body of modern agricultural production,but also the market main body of management and protection for small-scale farmland water conservancy facilities.By analyzing the advanced experience at home and abroad,and the typical modes in implementing the integrated reform of agricultural water prices in Zhejiang Province,this study constructs a new mode of farmland water conservancy engineering management and protection,which is significant for promoting modern agricultural development,improving agricultural water-saving potential and safeguarding sound operation of farmland water conservancy projects.
