摘要
保密与公开的博弈决定了可供公共服务的档案内容,是影响档案领域"最多跑一次"改革"用什么服务"的关键要素。档案保密与档案公开,并非天然的矛盾体,而是天然的共存体。为适应"最多跑一次"改革以民众需求为逻辑起点和评价标准的总体要求,在思想上要树立"公开主导下的保密"原则,在行动上要确立授权式定密体制,建立切实可行的解密机制以及分层分类的档案封闭期限。
The game of confidentiality and openness determines the content of archives for public service,and it is the key factor that affects the“The Service Quality Improving with Efficiency”Reform in the archival field.Archives secrecy and archives publicity are not natural contradictions,but natural coexistence.In order to adapt to the general requirement of“The Service Quality Improving with Efficiency”Reform,taking the public demand as the logical starting point and the evaluation standard,we should set up the principle of"openness-led confidentiality"in mind.We should establish an authorized deciding secrecy system,establish a feasible decryption mechanism and a classified closure periods of archives.
