县(市)城镇工程质量管理的系统性改进措施

Systematic Improvement Measures for Counties (Cities) Urban Project Quality Management

近年来,我国不断加强建筑工程质量管理,质量水平稳步提升,但由于县(市)区域经济社会发展、专业技术、管理能力等落后于大中城市,部分地区仍存在质量监督力量不足、质量责任履行不充分等问题。为了推动县(市)城镇工程质量管理水平的整体提升,基于系统思维,从行业、企业、项目三个层次进行阐述,针对现有的问题,提出了具有一定指导性和实用性的系统性改进措施,为工程参建主体和监管主体开展质量改进工作提供思路。

In recent years,the quality management of construction projects has been continuously strengthened,and the quality has been steadily improved.However,due to the economic and social development,professional technology,and management capabilities of county(city),they lag behind large and medium-sized cities,and in some areas there are problems such as insufficient quality supervision forces and insufficient performance of quality responsibilities.In order to promote the overall improvement of the county(city) urban project quality management level,this paper is based on systematic thinking,explains from the three levels of industry,enterprise and project,analyzes the existing problems,proposes guiding and practical systemic improvement measures,and provides ideas for project participants and supervisors to carry out quality improvement.
