统筹国防动员与应急管理体系建设研究

Research on the Overall Construction of National Defense Mobilization and Emergency Management System

统筹国防动员与应急管理体系建设有其现实必要性和可行性。尽管已经取得不少成效,但由于体制机制差异、军地分别主导、顶层设计缺乏等,统筹两大体系建设总体处于单向化、碎片化、浅层化状态,距离双应兼顾、统建共享、深度融合的要求还有很大差距。应坚持总体国家安全观,深入贯彻军民融合发展战略,抓住全面深化改革有利契机,加强宏观指导和顶层设计,深入推进两大体系在体制、机制、法制、标准、预案等方面相互衔接、双向纳入乃至一体化建设,有效整合国防动员与应急力量资源,努力构建平战结合、优势互补、资源共享、协调联动的大应急体系。

The overall construction of national defense mobilization and emergency management system are necessary and feasible.Although many achievements have been made,due to the differences in institutional mechanisms,military and local separate ownership,lack of top-level design and so on,the overall construction of the two systems is in a unidirectional,fragmented and shallow state,and there is still a large gap from the requirements of balance,unified construction,sharing and deep integration.We should adhere to the holistic view of national security,thoroughly implement the development strategy of civil-military integration,seize the favorable opportunity to deepen reform in an all-round way,strengthen macro-guidance and top-level design,further promote the connection,two-way incorporation and integration of the two systems in terms of structure,mechanism,regulations,standards,plans.We should effectively integrate resources of national defense mobilization and emergency response,and strive to build a coordinated emergency system with complementary advantages,shared resources,in which products are manufactured for both peacetime and wartime use.
