国有科技型企业科技成果转化管理分析——以转制院所企业为例

随着创新驱动发展战略深入实施,加强科研与经营融合、科技创新形成闭环管理是国有科技型企业发展的内在需要。加强科技成果转化管理将推动国有科技型企业知识产权工作高质量发展、自主创新能力持续提升,全面增强企业核心竞争力、创新力和抗风险能力。文章首先以转制科研院所为例对国有科技型企业的特点进行了分析,其科研体系和市场经营业务体系相辅相成,互相促进。接着分析了科技型企业科技成果转化管理现状,最后从建立健全激励机制、组建孵化基地、加强产学研合作角度提出促进科技成果转化的建议和措施。

With the further implementation of innovation-driven development strategy,strengthening the integration of scientific research and management and the formation of closed-loop management of scientific and technological innovation are the inherent needs of the development of state-owned science and technology enterprises.Strengthening the management of the transformation of scientific and technological achievements will promote the high-quality development of intellectual property work of state-owned scientific and technological enterprises,continuously enhance the ability of independent innovation,and enhance the core competitiveness,innovation and risk resistance of enterprises in an all-round way.First of all,this paper takes the transformed scientific research institutes as an example to analyze the characteristics of state-owned scientific and technological enterprises,whose scientific research system and market operation system complement and promote each other.Then it analyzes the current situation of the transformation and management of scientific and technological achievements in scientific and technological enterprises,and finally puts forward some suggestions and measures to promote the transformation of scientific and technological achievements from the point of view of establishing and perfecting the incentive mechanism,establishing incubation bases and strengthening industry-university-research cooperation.
