Regional Monetary Cooperation in East Asia:Challenges,Opportunities and Policy Recommendations

东亚货币合作现已进入加速发展阶段,但依然面临诸多挑战,存在“危机驱动”的实用主义倾向,而继续深化合作的意愿、动力、机制存在不足。当前,东亚货币合作正面临新机遇,完善区域金融安全网的现实需求也在不断上升。未来,东亚国家应抓住机遇、直面挑战,基于实体经济发展需要,务实推动货币合作,增强清迈倡议多边化的危机救助功能,创造中日协同推动区域货币合作的有利条件,完善人民币在东亚地区使用的激励机制。

East Asian monetary cooperation has now entered an accelerated stage of development, but still faces manychallenges. There exist the "crisis-driven" pragmatism tendency and a lack of willingness, motivation, and mechanismfor continuous deepening of the cooperation. At present, the regional monetary cooperation in East Asia is facing newopportunities, and the demand for improving the regional financial safety net is also on the rise. In the future, EastAsian countries should seize opportunities and face up to challenges, pragmatically promote monetary cooperationbased on the needs of the real economy development, enhance the crisis relief function of the Chiang Mai InitiativeMultilateralization, create favorable conditions for China and Japan to jointly promote the regional monetarycooperation, and improve the incentive mechanism for the use of the RMB in East Asia.
