法人治理结构下公立医院法治建设策略研究

Research on the strategy of public hospital’s legal construction under the corporate governance structure

为解决医院法人治理结构利益兼容和决策效力、效果问题,需推行公立医院法治建设策略。分析公立医院现状、主要问题、应对策略和依法治国大政方针的要求,推进公立医院法治建设刻不容缓。公立医院当前的主要问题为:组织结构松散,处理纷繁的法律事务低效,认知理念不均衡,风险发酵等。提出行之有效的策略,借助四种组织架构评价,对照合规管理要求,明确工作重点并分析投入产出,为公立医院法治建设观大势、谋全局,有效解决医院法人治理关注问题。

Objective:In order to solve the problems of interest compatibility,decision-making potency and effectiveness of the corporate governance structure of hospitals,it is necessary to carry out the strategy of legal construction in public hospitals.Structure:Analyzing the current situation,main problems and countermeasures of the legal construction in public hospitals step by step.Methods:It is urgent to carry out the legal construction in public hospitals under the background of ruling a country by law and specific industry regulations.The main problems are loose organizational structure,solve legal affairs by low efficiency,unbalanced cognitive concepts and risk fermentation.With the help of the analysis and evaluation of the four organizational structures of legal construction in public hospitals,and with reference to the requirements of compliance management,the focus of the work is clarified,and the cost-effectiveness of the legal construction is analyzed.Results:The effective strategies were put forward to make overall plan for the construction of the rule of law in public hospitals.Conclusion:The legal construction in public hospitals can be carried out with reference to the strategies mentioned in this paper,which can effectively solve the problems concerned by the corporate governance of hospitals.
