管理医疗机构公共安全视频图像信息系统的法律依据及相关问题

The legal basis and related issues of management of public safety security video image information system of medical institutions

按照实施先后排序,对《北京市公共安全图像信息系统管理办法》等12省市地方立法、《中华人民共和国反恐怖主义法》、上海市《重点单位重要部位安全技术防范系统要求》(DB31/329.11-2009)等法律、法规、部门规章和地方技术标准进行梳理,结合案例说明医疗机构在建设、管理和使用公共安全视频图像信息系统的主要法律责任和需注意的若干问题。

According to the sequence of implementation,12 provincial and municipal local legislations were implemented.,such as The Administrative Measures of Beijing Public Security Image Information System,The Anti-terrorism Law of The People’s Republic of China,The Regulations on The Administration of Public Security Video Image Information System(Draft for comments)issued by the Ministry of Public Security,and The Requirements for The Security Technology Prevention System of Important Parts of Key Units(DB31/329.11-2009)issued by Shanghai Municipality.Combing laws and regulations,departmental rules and local technical standards,combining with cases,this paper explained the main legal responsibilities and several issues that need to be paid attention to in the process of construction,management and use of public security video image information system of medical institutions.
