Discussion on Comprehensive Control Measures of Flood Control Project in Harbin City

哈尔滨市防洪安全问题一直得到大家的关注,是由于市区段松花江两岸人口密集、经贸发达,而地面高程较低,直接受洪水威胁。哈尔滨市防洪标准为200a一遇,现有工程防洪能力能否能达到防洪标准,防洪工程现状、防洪能力如何,怎样保证城市安全等一系列问题,需综合分析研究。现城区人口和经济总量200a一遇防洪标准是否需要提高,需要进一步商榷。文章主要就以上问题,综合分析哈尔滨市防洪体系中各方面作用,研究工程现状、防洪能力及提高防洪能力措施和建议。

The issue about flood control safety in Harbin City has been concerned by everyone all the time,because the two sides of the Songhua River in the urban area are densely populated with developed economy and trade,and the ground elevation is low,which is directly threatened by the flood.The flood control standard of Harbin City is once in 200 years,whether the flood control capacity of the existing project can reach the flood control standard,what about the existing situation and the flood control capacity of the current flood control project,how to guarantee the urban safety etc.,need to be analyzed and researched comprehensively.Whether the flood control standard of urban population and economic aggregate once in 200 years needs to be improved needs to be further discussed.Based on the above problems,this paper comprehensively analyzes the functions of various aspects in the flood control system of Harbin City,and studies the flood control capacity of the project status and measures and suggestions to improve the flood control capacity.
