省级政府电子政务绩效的影响因素研究——基于31个案例的定性比较分析

本文探讨省级政府电子政务绩效的影响因素,旨在指导提升省级政府电子政务绩效水平,完善本领域研究薄弱环节。运用模糊集定性比较分析方法,从政府内部和外部两个维度选取6个条件变量,并以我国大陆31个省级行政区为案例样本,实证分析我国省级政府电子政务绩效的影响因素。研究发现,省级政府电子政务绩效受到多种复杂因素的影响,其中,政策支持是影响省级政府电子政务绩效的关键因素,领导重视、政策支持、人均财政收入、人均GDP、互联网普及率、高等教育水平等因素通过条件组合的形式影响省级政府电子政务绩效。省级政府电子政务绩效影响因素的不同组合形式对应了实践中存在的内外联动型、内部推动型、外部主导型3种省级政府电子政务高绩效发展模式。

Exploring the influencing factors of provincial governments’e-government performance can help improve provincial governments’e-government performance level and fill in the weak links in this field.Six explanatory variables are selected from two dimensions of namely the internal and external circumstances of government and 31 provincial administrative regions are selected as the research samples to empirically analyze the influencing factors of e-government performance of provincial governments in China by the fuzzy set qualitative comparative analysis.The results indicate that the provincial governments’e-government performance is affected by a variety of complicated factors.Among them,policy support is the most critical contributor of e-government performance.Besides,leaders’attention,policy support,per capita fiscal revenue,per capita GDP,internet penetration rate and higher education level affect provincial governments’e-government performance through condition combination.The different combinations of influencing factors of provincial governments’e-government performance correspond to the three high-performance development modes,including internal-external linkage,internal promotion and external dominance.
