大数据时代社会治理面临的风险、成因及防范策略

大数据为社会治理提供了一种全新的思维方式,深入挖掘、科学分析和应用大数据,可以提升社会治理的科学性、预测性、准确性,如在抗击新型冠状病毒肺炎疫情中大数据就发挥了重要的作用。但是,大数据时代的社会治理也面临"信息孤岛"、网络舆论的衍生性、信息泄露、信息犯罪、道德危机等风险。因此,应通过采取创新互联网治理模式,推进网格化社区自治;营造数据安全氛围,提前化解风险;整合政务信息系统,强化社会协同;加强大数据法治建设,健全国家公共卫生领域的法律体系;完善大数据基础设施建设,储备大数据人才;加强公共卫生安全治理的国际合作,构建新型国际公共治理体系等措施防范和化解风险,不断提高大数据时代社会治理水平。

Big data provides a new way of thinking for social governance.Deep mining,scientific analysis and application of big data can improve the scientificity,predictability and accuracy of social governance.For example,big data plays a significant role in the governance of novel coronavirus pneumonia.But social governance in the era of big data also faces the risks of"island of information",derivation of Internet public opinion,information leakage,information crime and moral hazard.Therefore,we should adopt an innovative Internet governance model to promote grid-based community autonomy;create data security atmosphere and resolve risks ahead of time;integrate government information systems and strengthen social coordination;strengthen the construction of big data law and improve the legal system in the national public health field;improve the infrastructure construction of big data and reserve big data talents;and strengthen international cooperation on public health security governance and construct new international public governance systems to prevent and resolve risks and continuously improve the level of social governance in the era of big data.
