大数据背景下区域教育治理现代化的机遇、挑战及路径

区域教育治理的目的是有效解决区域教育问题,促进区域教育均衡发展。大数据为缩小地区教育发展差距、推动区域教育均衡发展提供了前所未有的机遇:一是有助于强化以服务意识为主的治理理念,二是有助于凸显多元参与的共建共治共享治理方式,三是有助于提升区域教育治理的科学化和现代化水平。目前,在区域教育治理中,治理主体对大数据的价值认识不足,区域教育治理大数据思维意识淡薄,大数据应用的方法和技术滞后,大数据共享平台制度建设不足。正确认识大数据的价值并强化大数据思维意识是区域教育有效治理的首要前提,加强大数据应用方法和技术的培训和研究是区域教育有效治理的关键,健全和完善大数据共享平台制度建设是区域教育有效治理的必要途径。

Regional education governance is to solve the problem of regional education more effectively and promote the balanced development of regional education.Big data provides unprecedented opportunities to narrow the gap in regional education development and promote the balanced development of regional education,as evidenced by big data which helps to strengthen the concept of service-oriented governance,highlights the shared governance methods of multi-participation,co-construction,co-governance and sharing,and enhances the scientific and modem level of regional education governance.At present,in the area of regional education governance,the main body of governance is not aware of the value of big data,and the idea of big data in regional education governance is weak;the methods and techniques of applying big data are lagging behind;the construction of big data sharing platform system is insufficient.A correct understanding of the value of big data and strengthening the big data thinking consciousness are the primary prerequisite for effective governance of regional education.Strengthening the training and research of the application method and technology of big data is the key to effective governance of regional education.Improving and perfecting the system construction of big data sharing platform is a necessary way for effective governance of regional education.
