“新冠”疫情下科学数据统筹管理与开放共享的思考

Reflection on integrated management and open sharing of scientific data during the coronavirus epidemic

在"新冠"疫情这类突发性公共危机面前,强化科技信息资源统筹管理,携手社会各方,众志成城,共克时艰,显得异常重要。文章通过查阅国内外相关文献与官方网站,对欧盟"开放式科学"的理念和相关措施进行了研究,发现欧盟的"开放式科学"模式,作为科学数据统筹管理的一种重要手段,有利于在全社会构建开放的科学生态,加速科研成果推广与科技创新。应借鉴欧盟的相关做法,充分发挥政府和公共部门的统筹管理与服务职能,加强顶层设计,推动科技资源的积聚与开放共享,全面释放社会创新能量,加速科研成果的推广与应用。

At the outbreak and spread of Covid-19 virus,intensifying the integrated management of scientific information resources in order to join hands from all sides with concerted efforts is of particular importance.By consulting relevant literature and official websites at home and abroad,this paper studies the concepts and policy measures of "Open Science" in the EU,an important means of integrated management of scientific data to build an open science ecosystem to facilitate popularization of scientific achievements and to spur innovation.We should learn from the practices in the EU in order to give full play of the government and public sectors,and to intensify top-level design to pool scientific resources for their open sharing with an aim to release innovation energy of the whole society,and to accelerate the spread and applic ation of scientific achievements.
